Luminous Frost may feature Burning Shadows’ non-GX Alolan Ninetales (whose ability prevents all damage and effects from Pokemon-EX and Pokemon-GX), but since the Theme Format is devoid of EX/GX Pokemon, Ninetales is of little help here. Still, Luminous Frost features some strong attackers in Kingdra, Bruxish, and Alolan Sandslash is a decent attacker and support Pokemon.
Kingdra with its Brine and Tornado Shot (both 1-energy attacks) are decent enough to be a deck of its own. Brine does 90 damage to 1 of your opponent’s Pokemon that has any damage counters on it. Tornado Shot does 90 + 30 to 1 of your opponent’s Benched Pokemon, but discards an energy to Kingdra. Tornado Shot followed by a Brine can weaken your opponent’s Active and take out a Pokemon on the Bench (90 to the Active and 120 to a Benched Pokemon in 2 turns).
Bruxish can also combo well with Kingdra here with its Synchronoise attack, which does 60 damage + 20 damage to each Benched Pokemon that shares a type with your opponent’s Active. Since Theme Decks (and most decks) feature only 2 types, chances are there will be some Benched Pokemon with the same type.
Alolan Sandslash (from Guardians Rising) does a mediocre 50 damage and then a mandatory switch with 1 of your Benched, but its Slush Rush ability allows you to draw an extra card each turn.
